Oh No They Didn't!

Philippines is one of the countries that allows a single ship in such a manner. This is a photo that I took In Camiguin Island last month where there were like 4 typhoon hit the country. Why would some people risk there lives? I just don't get the rationale behind it.

Is there a maritime law that prevents “overloaded” ships/boat from sailing without adequate life-saving equipment, life jacket as such.

There's a lot of instances where boat sank and people drown because of overloading on top of that there's lack of life jackets and life boat etc.

Why is it that so many have forgotten to look at such a simple issue? If the boat sank who's gonna be accountable for it? One thing I am sure of, There will be not only one but 3 or more parties to blamed.
